HEO employees are appointed and reappointed for their first eight years of employment. Upon reappointment for the ninth year of service, the employee obtains a Certificate of Continuous Administrative Service (CCAS), a form of job permanency (see Article 13.3b of the contract). Employees’ first three reappointments are annual. The fourth and fifth reappointments are each for two years. An employee who is non-reappointed after four years is entitled to written reasons for non-reappointment. Further details on appointment, reappointment and non-reappointment are spelled out in Article 13 of the contract.
