FISCAL OUTLOOK FOR CUNY
FROM NY STATE AND CITY
EXECUTIVE BUDGET PROPOSALS


1. State Aid: Total reduction to CUNY of $105 million (13.2%)

Senior Colleges cut by a total of $81.7 M (12.3%) from FY2003 ($663.1 M to $581.4 M); programmatic cuts include:

  • $7.3 M reduction in SEEK student financial aid
  • $1.06 M reduction in funding for new faculty

Community Colleges cut by a total of $23.3 M (17.7%) from FY2003 ($131.3 M to $108.0 M); programmatic cuts include:

  • $14.4 M reduction in base operating aid or $345 per FTE (from $2,300 to $1,955 per FTE)
  • $ 7.3 M reduction for enrollment adjustment
  • $ 1.0 M reduction/elimination of workforce development programs.
  • $ 0.6 M reduction/elimination of rental aid for leased space
  • $ 0.4 M reduction in College Discovery student financial aid

2. Tuition and TAP:

The Governor’s budget increases the tuition revenue target for CUNY senior colleges to $112.8 M, an increase of 28.8% over the FY2003 authorization.

Tuition at the senior colleges would have to increase by $900 to $1,000 per student per year.

Meanwhile, the Governor has proposed a reduction of $161 M (22%) in TAP awards statewide. He also proposed restructuring the program so that students will have to borrow and pay interest on one-third of their TAP award and be repaid upon successful completion of their degree. ($11.5 M is budgeted for new TAP loan program.) An additional reduction of $6.5 M will be taken from Liberty scholarships.

3. City Aid to Community Colleges: Total net increase to CUNY of $0.3 M (0.2%) from FY2003 which was $156.3 M

  • $2.8 M increase for pension, health insurance & energy costs
  • annualization of FY2003 mid-year reductions: $2.2 M in community college base funding; $0.3 M in community college programs; $0.4 M reduction to John Jay programs & Hunter Campus Schools

In addition, $5.5 M reduction/elimination of Vallone Scholarships
