The Time Is
Now To
Invest In CUNY
Professional Staff Congress/CUNY
In this, the year of education
funding, the Mayor and the City Council need to invest in CUNY.
City funding of CUNY’s operating budget for community and senior
colleges is still 17% lower in inflation adjusted dollars than
it was in 1990. The time is now to restore funding levels and
enhance CUNY as a critical economic development resource for the
City. However, the Mayor’s Preliminary Operating Budget for
CUNY does not permit the University to move forward and repair
years of under-funding by fully covering operating costs and
financial aid needs and expanding the number of full-time
faculty. (Less than half the courses in the community colleges
are taught by full-time faculty.)
The PSC
urges the Mayor to restore needed dollars to his proposed budget
and the City Council to continue its historic commitment to
invest in the economic, cultural, and intellectual well-being of
New Yorkers by approving a net increase in funding for CUNY.
The Mayor’s Preliminary
Operating Budget cuts $59 million from CUNY’s request:
|
►Cuts in operating aid, energy, and fringe benefit
costs: |
$25.1 million |
|
►Cuts in student financial aid (Vallone Scholars and
Safety Net) |
$15.7 million |
|
►Cuts
in Black Male Initiative, Citizen and Immigration
Project,
Science, Math and Nursing Scholarships, Workforce
Initiative: |
$8.5
million |
|
►City Council member items: |
$3.2 million |
|
►Public funds to cover CUNY’s tuition increase request:
|
$
6.4 million |
The Mayor’s Preliminary
Operating Budget proposes $17 million in funding for some new
initiatives and budget items, but these increases should not
come at the expense of existing and planned programs.
The Mayor’s Preliminary Capital
Budget Request also falls short by $39 million:
|
►City Matching Funds for Fiterman Hall (equal to State
share) |
$27.5 million |
|
►City Matching Funds for construction at Medgar Evers
(equal to State) |
$11.5 million |
The PSC supports CUNY’s
Operating and Capital Budget Requests. In addition, the PSC
seeks support for:
|
►The
City Council Scholars and Diversity Program: |
$12 million |
This investment
would provide funds for 200 additional faculty and professional
staff for the community colleges with an emphasis on diversity
hiring, mentoring students, and hiring needed faculty
counselors.
